Carlton Street Reserve skatepark upgrade

We’re upgrading the skatepark at Carlton Street Reserve to create an exciting, modern space for young people in Ōtūmoetai to skate, scoot, ride and connect.

Community feedback helps shape preferred option

Thank you to everyone who shared feedback on the future of the skatepark at Carlton Street Reserve.

Last year, we asked the community for feedback on two possible locations for an upgraded skatepark: 

Location A: Ngatai Road (current skatepark location)  
Location B: Carlton Street  

We received 92 responses through our online survey, along with feedback gathered through onsite engagement, social media, council newsletters and the project webpage. 

What we heard 

A strong majority of respondents (81.5%) supported keeping the skatepark in its current location at Location A. 

This preference was consistent across nearby residents, park users, skatepark users and the wider community. 

Ngāi Tamarāwaho and Sport Bay of Plenty supported an alternative location, highlighting opportunities for placemaking and positive outcomes for rangatahi. 

Key themes from feedback 

The main themes raised during engagement were: 

  • Strong support for retaining the skatepark in its current location  
  • Concerns about noise, traffic, lighting and anti-social behaviour  
  • Support for improved paths, seating, shade and accessibility  
  • Desire for an inclusive skatepark suitable for a range of ages and skill levels  
  • Support for recognising the history of the site, including the Chris Check Memorial plaque  

Preferred option 

Based on the feedback received, Location A will be progressed as the preferred option for the skatepark upgrade. 

Future design work will consider: 

  • Improved accessibility and connections  
  • Better amenities such as seating and shade  
  • Safer visibility and sightlines  
  • Inclusive design outcomes  
  • Celebrating the site’s identity and history  

Further investigation is also needed around lighting, drainage, safety and wider placemaking opportunities. 

What happens next 

  • Further design development informed by this feedback
  • Ongoing engagement with Ngāi Tamarāwaho and key stakeholders
  • Workshops with local school students and skate park enthusiasts to inform design 
  • Reporting to Council on preferred location and next steps
  • Updates shared with the community as the project progresses
