Bike parking

Providing safe and secure bike parking is one of the ways we can encourage more people to cycle in the city.

In 2023 Council received co-funding from NZ Transport Agency Waka Kotahi (NZTA) to set up five relocatable bike shelters, called ‘bikeboxes’, around the city.

The first two bikeboxes were installed in the city centre in May 2024 at 1 Devonport Road (Red Square) and The Strand (opposite Hamilton Street).

Three more were installed between June and August 2024 – one at Maunganui Road in Mount Maunganui (outside Coronation Park, near intersection with Salisbury Avenue) and two in Pāpāmoa  – outside the Henry & Ted café (5 Golden Sands Drive) and the shops at the intersection of Tara and Parton Roads. The bikeboxes are expected to remain in their current locations until the summer of 2025-2026. 

We would like feedback from people who use the bikeboxes to inform future decision-making on bike parking facilities in the city. We want to know how they are being used, by who, whether the locations are right, and whether we need more facilities like this in the future.

What are ‘bikeboxes’ and where are they located?

Each shelter fits 10 bikes or scooters and has panels on three sides to provide weather protection. The shelters are moveable and have been designed to fit into a 6m x 2.5m space – the equivalent of a car park. 

The shelters are free to use and are monitored daily by nearby security cameras, except for the one outside Henry &Ted.

  • Spring Street parking building: 12 uncovered spaces, Level 1, access via Durham Street
  • Elizabeth Towers/Farmers building: 22 covered spaces, ground floor, access via First Avenue
  • 60-176 Devonport Road carpark: 20 spaces, 10 partially covered
  • Elizabeth Street parking building: 8 covered spaces, close to Elizabeth Street entry/exit
  • Bikebox Maunganui Road/Salisbury Avenue intersection: Mount Maunganui (outside Coronation Park)
  • Bikebox 1 Tara Road: Pāpāmoa (shops at intersection with Parton Road)
  • Bikebox 5 Golden Sands Drive: Pāpāmoa (outside Henry & Ted café)

Note: The Bike Stop at 28 Grey Street is closing on 14 March 2025. The bike racks will be reused at other locations around the city in future.

There are also bike racks available throughout the city at our parks and recreation facilities. 

Why do we need bike parking?

Council receives regular requests from people for secure undercover bike parking in the city centre, especially from people with e-bikes who are concerned about security. 
 
Many people currently working in the city centre do not have secure undercover bike parking near their workplace, which is a barrier to cycling. 
 
The number of electric bikes and scooters is increasing – about 25% of weekday bike trips to the city centre are by e-bike.

A report on bike parking and end-of-trip facilities in the city centre was completed in May 2023 which recommended a 10-year programme to roll out bike parking and end-of-trip facilities for the city centre to meet expected demand.

Providing bike parking and end-of-trip facilities is one of the ways we can encourage more people to cycle in the city. It can also help attract people who cycle to visit local businesses. 

An analysis of more than 300 studies on cycling and walking investment commissioned by the Department of Transport in the United Kingdom in 2016 highlighted bike parking provision as a consistent factor within a wider package of interventions contributing to increased levels of cycling.

Next steps

The bikeboxes are expected to remain in their current locations until the summer of 2025-2026. 

There is currently no funding available to purchase additional bikeboxes, but community feedback will allow us to plan for future years if funding does become available. 

We will report back to the community on the findings of our engagement before the end of the year.
