We want your feedback on a proposal to extend speedway at Mercury Baypark Stadium until 2039. 

Current agreements are in place for Speedway to continue at Mercury Baypark Stadium until 2029. Council has developed the terms of a proposed agreement with Speedway Racing Ltd to extend Speedway to 2039, with Speedway Racing Ltd to buy the North Stand (15,600 seats) from Council for a nominal fee ($1), and lease the land associated with speedway operations for a percentage of the speedway revenue. 
 
This consultation is about testing support for the proposal. If there is not strong community backing, Council may stick with the current agreement, with the implication that Speedway may not have a future at Baypark beyond 2029, and consider other future options for the stadium from 2030 onwards. 

The report of findings will be discussed at a Council meeting on Tuesday 15 July 2025. Public are welcome to apply to speak on the proposal at this meeting. 

Your feedback will help us understand whether the community supports continuing speedway operations at Baypark through to 2039 — or prefers to explore alternative future uses for the site.

Background

Last year, Council entered negotiations with Speedway Racing on a proposal to enable Speedway to continue at Mercury Baypark Stadium through to 2039. The goal was to provide certainty for motorsport while reducing long-term costs and risks for Council while also limiting any disruption to other users of the wider Mercury Baypark site.

Now we have a clear proposal, we’re checking in with the community to hear your views on this approach, while also considering community views on alternative uses for the stadium site. All feedback will be reported to Elected Members at a Council meeting, and submitters will have the opportunity to speak to Council, before any final decisions are made.

So, what’s in the proposal?  

In its current state, the North Stand at Mercury Baypark Stadium has limited use and would require investment to improve spectator experience. Selling the stand, but not the land, to Speedway Racing Ltd for $1 minimises the future cost burden from ratepayers of providing Speedway as it would transfer the responsibility for maintenance to Speedway Racing Ltd. Tauranga City Council would continue to own the land and Speedway Racing Ltd would pay to lease this land from Bay Venues for a percentage of the speedway revenue. At the end of the proposed agreement, in 2039, all assets would be returned to Council at a cost of $1. 

The proposed agreement would minimise the current operating cost of supporting speedway activities to Council, with any operating costs expected to be covered by revenue from the lease. There is no funding currently set aside for maintaining, renewing or redeveloping the North Stand if speedway operations cease. The proposed agreement enables Speedway to continue for 10 years, with private investment to improve the way it operates, and minimises immediate costs and liabilities to Council. That’s why we are considering the proposal – however we want to hear from you.  

Speedway Racing Ltd has confirmed they are willing to invest in the stadium only if they have a long-term commitment (certainty of tenure until 2039). This means a short-term extension to the current arrangements beyond 2029 is not on the table. Council has not yet given consideration to specific alternative uses of the stadium space should Speedway not continue after 2029. Alternative uses could include community-run or commercially-run recreational activities. Due to the condition and constraints of the stand and the site, alternative uses are expected to have some costs to Council. With the proposed sale of the stand and the land lease to 2039, those considerations would in effect be deferred to closer to that date.  

Each way forward has trade-offs including different costs, opportunities, and implications. At this stage, we want to understand what the community’s views are. 

Council, alongside Bay Venues is considering these options to provide clarity and direction for the future of the Mercury Baypark site — and your feedback will help guide this decision.

Proposal to Retain Speedway at Mercury Baypark to 2039 (438kb pdf)

Extend speedway operations through to 2039 with the proposed sale of the North Stand to Speedway Racing Ltd for $1, minimising Council’s financial and legal liabilities. With an agreement to purchase back for $1 in 2039 and leasing the land on which the Mercury Baypark Stadium sits to Speedway Racing Limited, for a percentage of the speedway revenue, until 2039.

This option would allow Speedway to continue operating at Baypark beyond the current agreements to 2029 for use of the stadium to 2039. Under this scenario, Council would sell the North Stand to SRL for $1 including leasing the land under the stadium. In return, SRL would take on full responsibility for the structure and invest in improvements to the stadium. Council would retain ownership of the land.

What this means

  • Speedway Racing would purchase the North Stand for $1 and assume full risk, liability, and financial responsibility for its maintenance until 2039. They would also lease the land used for speedway operations, with the intention of selling the stand back to Council for $1 in 2039.
  • Speedway Racing will invest in improvements at the stadium, including  new pits services, new chutes, workshop area, and large screen. The new arrangement will relocate Speedway to its own dedicated corner of the Baypark site. This change will allow Speedway to operate independently, with their own management and reduced overhead costs for Bay Venues Ltd (BVL). 
  • The move can free up the main Baypark area for other uses when there is a speedway event. 
  • Council will invest in a new carpark area at a cost of approx. $6m near the current main entrance to serve the Baypark site as a whole, as new court-sport facilities are planned to be built over the next few years. That carpark would also be the pit area for Speedway on race days. Speedway would invest additional funds to provide services to the pit area. Speedway would continue its regular events (up to 12 speedway events per year) and additional motorsport events (up to 4 per year) up until 2039.  
  • There would be some residual cost to Council for continued operations of speedway, with those costs anticipated to be covered by revenue from the leases to Speedway Racing Ltd. Any current Speedway agreements and licenses would be replaced by this proposal and would see Speedway events continue to 2039.
  • The site’s capacity for large concerts or other community events on the grass space would be reduced compared to past years due to the proposed new carpark.  

We want to know how the community feels about this proposal including the transfer of ownership of the North Stand to speedway and continued operations until 2039.    

If you don’t support the proposal – this would mean that the current agreements with Speedway would continue until 2029 and we would explore alternative uses for the site, with costs to Council and benefits to the community to be determined with any options developed. 
 

 

This would see the current agreements run their course, with Speedway continuing until  2029. After that, the site would potentially be available for other uses. However, there is no immediate funding or plan for redevelopment, and future uses would require new planning and investment. 

What this means: 

  • Speedway would likely continue at Baypark only until the current agreement ends in 2029. 
  • Alternative uses of the stadium area would be considered, accounting for any proposals coming from this community consultation. 
  • There is no funding currently allocated for redevelopment or repurposing of the north stand or the stadium land area. Alternative uses would need to be considered on their costs and community benefits. Building on the existing Baypark master plan, Council alongside Bay Venues would undertake a period of planning to determine alternative uses - which could also include additional community engagement opportunities during the 2027 Long Term Planning process.  
  • Future possibilities for the site would depend on new planning, consultation, and securing investment. Ideas for potential uses could include: 
    • Repurposing the site for community, sports or recreational uses. 
    • Exploring Commercial uses that would add recreational amenity to the City.

FAQ's

The North Stand requires significant investment for renewals works to keep the facility operating (estimated at $2.1m). Reducing spectator numbers and limited events annually, coupled with the poor state of repair of the North Stand, means that it has limited financial value.  

If the North Stand remains in Council ownership, Speedway will still operate until 2029 under the existing agreements. However, without a long-term commitment, Speedway Racing Ltd has advised it won’t invest in upgrades, meaning the stadium could fall short of meeting community expectations for future use. 

Yes, although speedway would remain the primary use, there is potential to accommodate additional motorsport events and limited non-speedway activities. Any wider redevelopment for high-participation sport is being delivered as part of the longer-term Baypark masterplan. 

The lease through Bay Venues is expected to be a circa 7% of gross speedway revenue. Speedway would also invest in upgrades such as new pit services, a workshop, and chutes. 

That depends on what the community tells us through this consultation and the 2027 Long-term Plan process. Ideas could include sporting facilities, commercial development, event space, or other recreational uses — but any redevelopment would require funding, further planning, and community support. 

All feedback will be carefully considered to help us make the best decision for the future. We’ll use the insights gathered from the consultation to evaluate the options and consider potential impacts, ensuring that decisions align with community needs, available funding, and long-term sustainability. Feedback will be provided to the council for consideration and submitters will have the opportunity to present to Council.
