Summer event road closures 2022-2023
Tauranga has plenty of amazing events on offer this summer. To ensure these events are delivered efficiently and safely for participants, the public, residents and businesses, the following road closures will be in place:

This summer is set to be one of Tauranga’s busiest event seasons to date. With a number of gigs, sporting events and celebrations taking place across the city, traffic management will be in place to help the event run smoothly. The following road closures will take place from Tuesday, 27 December to Sunday, 8 January 2023:
EVES Surfbreaker Triathlon
- Marine Parade (full road closure) from 5am to 11am, Tuesday, 27 December 2022.
Summer Haze
- Hamilton Street West (full road closure), from 6am Thursday, 29 December until 1am Saturday, 31 December 2022
- Cameron Road from Wharf Street to Chapel Street, Hamilton Street from Cameron Road to Willow Street, Harington Street from Cameron Road to Willow Street from 10.30am Thursday, 29 December until 12.30am Friday, 30 December 2022.
L.A.B
- Hamilton Street West (full road closure) from 6am Thursday, 29 December until 1am Saturday, 31 December 2022
- Cameron Road from Wharf Street to Chapel Street, Hamilton Street from Cameron Road to Willow Street, Harington Street from Cameron Road to Willow Street from 12pm Friday, 30 December - 1am Saturday, 31 December 2022.
New Year’s Eve Community Celebrations
- The Strand from Devonport Road roundabout down to Harington Street roundabout from 5pm, Saturday, 31 December 2022 to 2am, Sunday, 1 January 2023
- The Fergusson Park boat ramp will be closed to the public from 3pm on Saturday, 31 December 2022 until the site is clear.
Sikh Parade
- Burrows Street from Fourteenth Avenue to Fifteenth Avenue from 11am until 2pm, Sunday, 8 January 2023
- Rolling road closures on Fourteenth Avenue, Devonport Road, Eleventh Avenue, Fraser Street and Thirteenth Avenue, from 11.30am until 1.30pm. Roads will reopen as the parade progresses.
Summer festivals - Trustpower Baypark
Music festivals are back as part of a bumper season of summer events in Tauranga city - with Bay Dreams and Juicy Fest rocking Trustpower Baypark in the first week of the New Year.
Tuesday, 3 January will be a busy day for the city’s roads with around 11,000 people expected to make their way to Bay Dreams, and another 14,000 expected at Juicy Fest on Friday, 6 January.
To keep festival goers safe, and help manage traffic congestion, the following roads will be closed to all vehicles except festival buses:
Bay Dreams road closures - Tuesday, 3 January to Wednesday, 4 January:
- Truman Lane:
- Truman Lane closed between SH29A roundabout and Tip Lane, from 7am Tuesday, 3 January to 7am Wednesday, 4 January
- Entry and exit from Truman Lane to SH29A will be closed
- Access to Te Maunga transfer station will be maintained during station opening hours
- Truman Lane will be closed between Mangatawa Link Road and Tip Lane from 5.30pm Tuesday, 3 January to 1am Wednesday, 4 January. This closure will extend to Sandhurst from 8pm Tuesday, 3 January to 1am Wednesday, 4 January (in-line with SH2 closure).
- SH2: will be closed between Te Maunga interchange (SH29A) and Sandhurst Drive, in both directions from 8pm Tuesday, 3 January to 1am Wednesday, 4 January
- Exeter Street: entry and exit from SH2 closed from 7pm Tuesday, 3 January to 1am Wednesday, 4 January.
Juicy Fest road closures - Friday, 6 January to Saturday, 7 January:
- Truman Lane:
- Truman Lane closed between SH29A roundabout and Tip Lane, from 7am Friday, 6 January to 7am Saturday, 7 January
- Entry and exit from Truman Lane to SH29A will be closed
- Access to Te Maunga transfer station will be maintained during station opening hours
- Truman Lane will be closed between Mangatawa Link Road and Tip Lane from 5.30pm Friday, 6 January to 7am Saturday, 7 January. This closure will extend to Sandhurst from 8pm Friday, 6 January to 1am Saturday, 7 January (in-line with SH2 closure).
- SH2: will be closed between Te Maunga interchange (SH29A) and Sandhurst Drive, in both directions, from 8pm Friday, 6 January to 1am Saturday, 7 January.
- Exeter Street: entry and exit from SH2 closed from 7pm Friday, 6 January to 1am Saturday, 7 January.
Te Maunga Transfer Station will be open on Tuesday, 3 January, and Friday 6 January, however, we anticipate extra wait times and encourage people to avoid visiting on these days if possible. Residents who need to go to the station can access Truman Lane from Mangatawa Link Road at the end of Sandhurst Drive.
Harrison's Cut Access Way
The upgraded Harrison’s Cut car park and boat ramp opened for vehicles and pedestrian access on Friday, 16 December. This follows an eight-month closure to construct a retaining wall and upgrade of the road surface, facilities and safety to the coastal landscape.
Pāpāmoa East Interchange
Construction of a new interchange over the Tauranga Eastern Link (TEL) will see Pāpāmoa East connected to the motorway and enable further development of the area.
Earthworks will continue over the next few months to build the necessary height on the Bell Road side of the Tauranga Eastern Link (TEL), with a two-week break occurring over Christmas from Friday, 23 December 2022 until Monday, 9 January 2023.
Construction will recommence during the week of Monday, 9 January 2023, with traffic management remaining in place until April 2023. Both eastbound lanes are open and one of the westbound lanes remains closed with a speed limit for traffic headed towards Tauranga set to 70km/h. The outer westbound lane will remain closed over the holiday break, due to the time and cost involved in removing the concrete barrier.
Please be aware construction for the Rangiuru Business Park has started just beyond the electronic toll gates heading north. This work is unrelated, but as traffic impacts are planned in the coming months, it provides another reason to take extra care driving through the area.
We appreciate drivers' patience with these works and urge people to keep to the signposted speed limits for everyone’s safety.
There may be minor traffic delays due to these works. As this does not materially impact travel times, tolls will continue to apply.

Car park closures
Dive Crescent car park temporary closure
As part of plans to transform the waterfront in Tauranga’s city centre, the Dive Crescent off-street car park will temporarily close from Sunday, 8 January to Saturday, 1 April 2023, while the upgrade of the parking and amenity in the area takes place.
During this time, the nearby parking on Cliff Road and along The Strand will remain available for use.
Devonport Road off-street car park permanent closure
From Sunday, 8 January 2023, the Devonport Road off-street car park (accessed from the top/eastern end of Elizabeth Street) will be permanently closed for redevelopment of the site.
The site will ultimately see New Zealand’s largest mass timber office building constructed, and once built, the premises will be home to all of Tauranga City Council’s administration staff.

Links Avenue has partially reopened
From today (Thursday, 22 December), Links Avenue has partially reopened with an enforceable speed limit of 30km per hour and a time restricted bus lane.
The partial reopening will allow access to and from Concord Avenue, seven days a week during all hours except between 7am-10am and 2pm-6pm.
The partial reopening also includes the installation of:
- temporary speed tables until pedestrian crossings can be installed
- new improved signage and road markings.
A period of monitoring and data collection will take place for several months after the Christmas and New Year holidays, to see how this part of Phase One is tracking. The result of the monitoring will help inform the next phases of the Panel’s proposal, and the Panel and Council will continue to work together on next steps.

Cameron Road
Construction on Cameron Road will be taking a break over the Christmas period, with the team off site from Friday, 23 December 2022, until Monday 9 January 2023. During the festive break, temporary traffic management will be reduced or removed where possible, while ensuring the site and community are kept safe. There will still be some areas with temporary traffic management in place and we ask that drivers are mindful of these.
When the Cameron Road Joint Venture team return to work on the afternoon of Monday, 9 January 2023, they will begin by reinstating temporary traffic management before picking up where they left off. This work will include upgrades at the Fifteenth Avenue and Thirteenth Avenue intersections.
The stormwater network and footpath upgrade between First Avenue and Third Avenue, on the eastern side of Cameron Road, will continue in the new year from Tuesday, 10 January 2023. The team will re-establish temporary traffic management with a southbound left lane closure in this section.
The stormwater and footpath upgrade work will resume on the western side of Cameron Road from Second Avenue to First Avenue and will extend to Elizabeth Street in the New Year. Temporary traffic management will be re-established with a northbound left lane closure in this section from Tuesday, 10 January 2023.
The wastewater upgrade is now complete between Third Avenue and Sixth Avenue. The wastewater connections upgrade across Cameron Road from Fifth Avenue, Arundel Street and Fourth Avenue will be completed in the New Year as weekend work.
Work at the Thirteenth Avenue intersection, and towards Tenth Avenue on the western side of Cameron Road, will resume in the New Year. Temporary traffic management will see traffic reduced to one lane as the team completes the stormwater and streetscape upgrade through this section. Work at the Twelfth Avenue intersection (west) will begin Wednesday, 11 January 2023, with installation of temporary traffic management for the stormwater upgrade. Twelfth Avenue (west) will be closed with no entry or exit to Cameron Road for one week (weather dependent).
Work to complete the new signalised mid-block crossing at the centre median outside Tauranga Boys’ College (near the Fourteenth Avenue intersection) will resume in the New Year.
The team will start upgrading the Fifteenth Avenue and Cameron Road intersection when they return the week commencing Monday, 9 January 2023. Temporary traffic management will be in place, with the signalised intersection maintained during these works. The work on the stormwater and streetscape upgrade between Fifteenth Avenue and Sixteenth Avenue, on the eastern side of Cameron Road, will also resume in the New Year, with a southbound left lane closure.
Intersection work:
- Twelfth Avenue intersection (west): will be closed from Wednesday, 11 January 6pm, to complete the stormwater upgrade across Twelfth Avenue west. There will be no entry or exit from Twelfth Avenue (west) to Cameron Road
- Twelfth Avenue: the centre median is permanently closed to through traffic
- Thirteenth Avenue/ Cameron Road (west): there will be shoulder closures on each corner while we complete work on the new kerb and channel
- Fifteenth Avenue intersection: temporary traffic management will be installed from Monday, 9 January, as we work to upgrade the footpaths, traffic lights and stormwater at the intersection.

Seismic strengthening at Spring Street parking building
Earthquake strengthening works on the Spring Street parking building will wrap up today (Thursday, 22 December) and recommence in the first week of January 2023.

Maunganui Road Safety Improvements
Speed on Maunganui Road has been a long-standing concern and includes the safety of cyclists and pedestrians. This safety improvement work is aimed at creating a calmer, more predictable environment, significantly improving safety for everyone who travels through the area.
The new road layout includes measures such as physical separation of lanes and roundabouts - encouraging drivers to lower their speed naturally - as well as improved pedestrian and cycling infrastructure, additional greenery, and upgrades to storm water drainage.
By this Friday, 23 December, work on Maunganui Road will be wrapped up. All traffic management will be removed to ensure the busy summer season in the area isn't interfered with.
After summer, the team will return to finish all outstanding work. Plants and trees will provide a much greener look for the new layout on Maunganui Road. Newly planted greenery requires a lot of care and water over summer, which is also when we need to be most mindful of our water use. This means, the team will hold off planting seedlings until the weather is more suitable.
Work planned for 2023
Unfortunately, the team have not been able to conclude all work before Christmas due to delays incurred on the project. This means work will continue at a number of locations on Maunganui Road after summer.
Between Hinau Street to Sutherland Avenue
Work scheduled for March/April next year includes:
- A permanent roundabout at the Hinau Street intersection
- Kerbing in the inner ring at Matai Street and Sutherland Avenue roundabouts
- Lighting on the median between Matai and Hinau Streets, and removal of the redundant lights
- Planting of trees and greenery
- Miro Street kerbs and corner
- Adding concrete to sections of the shared path where a temporary fill was used
Between Golf Road to Tui Street
this work may start in January to make use of the school holidays. Outstanding work in this section to complete next year includes:
- Outstanding kerbs, cycleways and a small traffic isle on the railway side of the road
- A third median island near the Golf Road roundabout
- Some outstanding details then complete the resurfacing of the road
- Connections between shared paths
Tui Street to Hull Road
- the team are currently drafting plans for this section of Maunganui Road. Business owners and the local community will be contacted for feedback in the new year, as the draft plans are developed.

Totara Street Safety Upgrade
We’re working on a safer option for people who travel along Totara Street.
Works on the Totara Street safety upgrade have now finished for 2022. Some work will continue in 2023, mainly minor works along Totara Street, signalised crossings and work on Rata Street.
Signalised crossings
As part of these works to improve safety along Totara Street, signalised crossings have been installed at the slip lane intersection of State Highway 2/Hewletts Road and Totara Street, as well as at Waimarie Street, Triton Avenue, Hull Road, and Kawaka Street.
The signalised crossing lights at State Highway 2/Hewletts Road and Totara Street are now operational and people driving are urged to take a bit of extra care when travelling through the intersection. Due to the busy nature of this site, there may be some initial delays as people get used to the new light signals.

Traffic report
City centre
- Fifteenth Avenue and Turret Road from Burrows Street: resurfacing works, to and including Turret Road Bridge, are now complete. One night of minor remedial work remains which will be carried out this month.
Beyond the city centre
Windsor Road/ Princess Road pedestrian crossing upgrade:
Construction of a new raised crossing between Bellevue Superette and Ōtūmoetai College at Windsor Road/Princess Road, will start during the school holidays on Monday, 9 January 2023. These works are expected to take around four weeks.
During this time, a single lane closure will be required with stop/go signage in place. Temporary loss of carpark space outside businesses and some noise due to the use of heavy machinery will be expected.
Several other improvements will be made around this intersection:
- Traffic calming measures with a 25km/h speed on both sides of the raised crossing
- New bike racks near the shops
- Repositioning of existing seating near the shops
- Additional road safety markings
- Removal of metal barriers from the footpath that currently hinder mobility access.
- One existing carpark will be removed to build the raised crossing and a motorcycle carpark.
Windermere Drive Reconstruction:
Roundabout and pedestrian crossing improvements, pavement reconstruction and resurfacing works on Windermere Drive, between the Toi Ohomai Institute entrance and Lagoon Place roundabouts, have now wrapped up for the year. Works will recommence from Monday, 9 January 2023.
Castlewold Drive Wastewater Renewal:
The walking track from the Saint Andrews Drive playground to Belvedere Reserve remains closed while work to replace the wastewater pipe is yet to be completed. The work area, including the walking track, will be shut down and isolated over the Christmas holiday. The contractor will recommence work on Monday, 9 January 2023, with completion expected by the end of January 2023.
Kaitemako Road:
Preseal repair works from Ashton Way to just beyond Shady Lane have wrapped up ahead of the summer holidays. These will recommence in the New Year.
Mount Maunganui
- Marine Parade:
A raised pedestrian crossing is being installed at Te Ngaio Reserve, replacing the existing refuge crossing point.
Works have now wrapped up for the year and there are temporary measures in place until work can recommence in the new year, including a temporary 30km/h speed limit in the area of works to maintain public safety. Street light upgrades and installation are programmed for completion mid-April.
Pāpāmoa
- Opal Drive to Beachwater Drive: construction of a wastewater pipeline continues in the Wairākei Reserve. The walkway behind Fashion Island remains closed. The track closure between Domain Road and Opal Drive has an alternative route available on the other side of the stream until works are completed. Access from Opal Drive to Te Akau Ki school will remain open for the duration of the works. Traffic management remains in place. The Domain Road to Opal Drive section will reopen Friday, 23 December, with the remainder now having a revised completion date of April 2023.
Watermain Upgrade
Watermain upgrades are taking place in the following areas.
City Centre
- Dive Crescent: site temporarily reinstated and available for use during the Christmas close. Work will recommence following the close for expected completion in January-February 2023.
Gate Pa
- Bongard Street, Wylie Street, Bush Street, Jones Street, Scott Street: site temporarily reinstated and available for use during the Christmas close. Work will recommence following the close for expected completion in January-February 2023.
